I know i have been told this along time ago and i have forgot the answer but i want to know if a vehicle needs a cat for legal reasons due to age of body or age of engine if that makes sense.

After 1992 emissions on cars had to be below 0.5 Co2. Previously was 3.5. A cat is only used to help lower down the emissions, if you can get away without it then its not needed.
