What does this mean on a PM?

Any ideas with this message i got when trying to send a PM? Just bought a manifold from him and was trying to PM to ask if it had been sent

Ross99 has chosen not to receive private messages or may not be allowed to receive private messages. Therefore you may not send your message to him/her.

If you are trying to send this message to multiple recipients, remove Ross99 from the recipient list and send the message again.
