I assume he means a liner that's been wire-ringed.

I got asked as well when I sold mine, I told the guy the only way I could tell was steel ones ring when you flick them, the cast ones don't.... he still bought them off me with that explaination

FFS. AFAIK it's a wire ring that is embedded in the circular face of the top of the liner. The top of this metal ring protrudes slightly proud of the liner face giving something for the head gasket to seal against/around.
