I just tiger sealed (bonded) them on, never had a problem doing it this way it's a bit of a bodge to fair but it works a treat!

I just used a blob of tiger seal on each on of the lugs on the side skirt itself and a few 6 inch beads along the bottom, place it up against the sill then hold in place overnight with masking tape.

What way up do you have the clips?
The tabs on the skirt push in between the clip and the sill, not just resting on it, if you get me.

I think scratchers right and you have the clips on upside down, I did this first time round and wondered why the clips kept falling off.
