172 dephaser pulley

Can the dephaser pulley be done without removing the aux belt ?
I ask as mine needs doing, only found out after putting it all back together as I bought it with a snapped belt
I have the special tools & the pulley just could do without having to take the belt off as that was harder to put on than the bloody cambelt !
Also what oil is best for the 172 engine ?
