    Turning the boost down

On my friends car his actuator would only just reach the wastegate on the turbo if the rod is unwound and stretched to max.

As you can imagine the boost is set too high, is there anyway i can turn the boost down without changing the actuator?

The "preload" of boost is set by the actuator, you can only turn the boost up by bleeding off air... the only way of turning it down is by adjusting the actuator rod.
New actuator then.... Or figure out whats wrong with the one on the turbo.

if its a 2 pipe actuator like the gtturbo then u can bleed off the rod end side of the diaphragm to reduce the boost!
