Plumbed in my boost gauge between the aei unit and bottom of carb. The needle drops to -15 psi on idle....is that normal.?

thats measuring vacume as well as psi so all good

Yes its normal, as already said it is measuring vacuum. At idle your turbo won't producing any 'boost' or positive pressure.
