What does this do? I know its fitted to the bulkhead with some pipes connected to it, just not got a clue how it works in relation to the fan

When ignition is off, it allows air from the anti perc to to cool the carb and boost circuit. It's again part of Renault's attempt to remedy hot starting issues.
The perc fan blows air on to the fuel line and onto the carb. It will also blow air directly into the main boost hose, ahead of the throttle.
As you can imagine, without the solenoid, this would not bode well for normal running, so the solenoid is there to allow this air only when the engine is off. The fan itself has a permanent feed to 12v and will run at any time when the carb and/or exhaust thermistors see the temperature hit the values they need to switch on.
