low 10 afr

If my afr was in the low tens like 10.1 10.2 and there is a slight hesitation when boosting does this just mean the car is flooding and upping the boost will solve it?

When does the afr hit 10's as in part throttle full throttle etc?

Hesitation could be because of over fueling yes

its full throttle as soon as the boost is full so I think its overfuelling

its at 15 psi with a .9 ac and 1.2 2nd stage on standard carb

Make the air corrector larger try 1mm then after that reduce the first stage jet to the .9 that was the A/C......;)
