The fuses are ok look at that first

The old grey matter isn't what it used to be, but a few years ago my wipers on the raider would only stay on constant as opposed to intermittent and the fuse was at fault, suppose your issue is a little different.

Where are the earth points for the wipers? Might be worth a look.
