Pipe from carb blocked?

Had a quick look and cant find any info on what this pipe is and where it should go are these usually blocked off? It's also being held up with a spring sorry for poor phone pics

Its hard to see what pipe it is in the pics but it looks to be part of the original boost pipework that goes from carb top to the turbo elbow, providing your running the cup mod it will be ok just not very tidy

Ill get some better pics tomorrow i haven't done anything to the car only bought it just over a month ago, might be a stupid question but how do i tell if its got the cup mod?
