Those aluminium forge style actuators have always been micky mouse, stick with a proper garrett piece -31.

I've had both, Garrett t31 needed a fair bit of preloading when run without bleed valve but hold boost well. I've gone away from both and bought a kingawa item of eBay for saab 9000 turbo, comes with five springs rated from 0.6-1.2 bar. 1.2 bar with about 2mm off preloading and hits 1.2 bar solid.

My Garrett T31 was a 8 psi rated, without bleed valve couldn't achieve over 15 psi and with bleed valve ran solid at 16 psi but didn't try any higher at the time.
If it was rated at 8psi it probaly wasnt a -31? Geniune garrett actuators are the best, i have a -34 that holds loads of boost fitted to mine:D

As 5279 (JONATHAN ) said, they hold around 8 or 9psi, can adjust up to 15psi. I have my k-tec acturator at 14psi, and then a bleed valve to take it up to 21/22psi.
Your best bet is to do what Jonathan has done and get one of the kingawa acturators. Drop the guy an email, he is very helpful.

I've got a garrett -34 actuator fitted to mine running 18psi no bleed valve. Works a treat
My garret -34 will hold a soild 1.6 bar with no bleed off ;)

Yeah yeah rub it in... Live and learn mate, although I just never seem to learn!
Will that -34 fit onto a T25?

T31 Garrett actuator standard fit on escort cossie low boost, tested with pressure gauge and opened at 8 psi. Not tried a 34 so can't comment on them.
