bit of help please folks

my vac pipe that runs from inlet manifold to aei unit seems be sucking loads.its making the piston in my dump valve fully open untill i rev the car then it closes up.

is this normal?dont know much about dump valves but as soon as i take pipe off the dump valve it closes up
