Not when you turn the key on, but the pump should start running as soon as you start to crank.

i thought mine did but dosent any more, although i might be getting confused maby with my old car, i was just think about maby plummin up a live switch to the fuel pump, so i can give it a little blast to help with hot starts and what-not

I used to have my fuel pump running on a switched live, it made no difference to hot starts mate :)

They don't prime from standard so not too sure why yours would mate unless the fuel pump relay has been sticking.
You only hear pump turn on a few seconds after the engine cranks over, reason it doesn't prime is there is more than enough fuel sat in the carb bowl to get the car started plus its not injection so doesn't need the fuel pressure there to start.
