What does this mean on a PM?

Any ideas with this message i got when trying to send a PM? Just bought a manifold from him and was trying to PM to ask if it had been sent:scared:

Ross99 has chosen not to receive private messages or may not be allowed to receive private messages. Therefore you may not send your message to him/her.

If you are trying to send this message to multiple recipients, remove Ross99 from the recipient list and send the message again.
