Windscreen surround - leak

Having had work done around the windscreen surround I have developed a leak in the footwells. The surround was repaired and welded at the body shop but when it was finished they re-drilled some drain holes in the surround that they said were there originally.

Question is, should they have done that or left it solid? I don't know if they are supposed to be there as standard :confused:

Mine Has two drain holes in the windscreen surround. Have they fitted and sealed the windscreen correctly??

Well it turns out the leak was coming from a few different places around the scuttle area with gromits missing and cracked etc. Should be water free for a bit now :)
