Fairly sure something similar can be PMT'd from an old 32DIS choke :D

spoken about before on here, they used it on the renault 5 turbo 2 maxi.....

If you had a turbo with a small enough inducer for a 32mm choke to be sufficient then you wouldn't need to be worrying about DPV :D

Real DPV uses manifold pressure as well as throttle angle, which isn't evident when you look at that picture :)

Would it be viable option on much larger turbo applications though?

I've read the high vacuum in the compressor can kill a turbo, perhaps this is why it's not a common place solution?
