Is this pin essential, does it not line up correctly when all three bolts are in?

Is this pin essential, does it not line up correctly when all three bolts are in?

The bolts are not tight in the holes of the gearbox (2 of them or elongated) so the starter can be moved about, ideally you need to dowel so it locates the starter correctly.
