language change on laptop ?

bought this toshiba laptop a year ago(running vista) and gave it to my
little bro in turkey .he is not very good at english and wants to
change the language turkish on the laptop . he just told me he has been
quoted the equivalent of 90quid for a pc shop to do this :eek::eek:

any ideas how we can get around this :confused:
