i have a t25 hybrid peaks and holds 22psi with a standard phase 1 actuator and spools up like a t2. this boost i run in my everyday 5 no problems, hope this helps your decision.

Are you measuring the pressure at the manifold?
Phase 1 actuator? Is it different from the phase 2?
